Decision

Resolved –

(1) That the Executive noted the forecast year-end financial       position       and strongly supports work by the Portfolio Holders and Strategic           Directors to;

Ø  deliver planned savings;

Ø  mitigate overspends/increase income; and

Ø  do so at pace to avoid further costly borrowing and ensure the 2026-27 budget is balanced.

(2) That the following capital expenditure schemes as outlined in   section 10.9 to Document “F” be approved:

Ø      Schools Capital Improvement programme £2.6m: To complete a programme of capital works across the (LA-maintained) school estate funded by DfE grant;

Ø      Ilkley Manor House £0.1m: Additional budget to increase the total budget from £0.2m to £0.3m to complete major works on a Grade I Listed Building. This additional budget will be funded by borrowing from the general contingency budget;

Ø      Menston Playing Fields £0.042m: The delivery of a new circuit path at Menston Playing Fields funded by the Parish Council;

Ø      Disabled Facilities Grant £6.6m: To provide mandatory grants to disabled grant applicants funded by the 2026-27 grant allocation.

(3) That the following capital expenditure be approved under Section        4.38 and 5.31 of the Council’s Financial Regulations:

Ø      Stockbridge Wall £0.08m: Additional budget to complete urgent works to a wall at the Stockbridge Depot.

Ø  Bradford & Airedale Community Equipment Store Equipment £0.2m: For the purchase of a replacement Decontamination Unit and Forklift used by the Equipment Store.

Ø      Disabled Facilities Discretionary Payments £0.26m: For five urgent cases there is a need for additional payments above the £30,000 maximum grant to enable the provision of a safe, reliable home area for the children concerned.
