Decision
Resolved –
(1) That the Westgate Bus Hotspot scheme, as set out in Appendix A to Document “E” be approved, as the Council’s preferred approach to delivery utilising City Region Sustainable Transport Settlements (CRSTS) funding.
(2) That authority be delegated to the Strategic Director (Growth), in consultation with the Portfolio Holder for Economy, Regeneration and Planning, to:
(a) Progress and deliver the scheme, subject to Full Business Case approval by the West Yorkshire Combined Authority (WYCA).
(b) Manage and implement the scheme as required to respond to changing circumstances, including the approval of design changes and scheme refinement, to ensure delivery within the approved funding envelope and programme timescales.
(c) Undertake all necessary statutory processes required to deliver the scheme, including the making, advertisement and implementation of Traffic Regulation Orders and Experimental Traffic Regulation Orders.
(d) Consider and determine any objections received in relation to Traffic Regulation Orders associated with the scheme, including the authority to uphold or overrule such objections.
(e) Ensure compliance with the terms of the WYCA Grant Funding Agreement and to take all necessary steps to secure and utilise the allocated funding.
(f) Procure and appoint any external contractors, consultants or specialist services required to deliver the scheme in accordance with Contract Standing Orders and relevant procurement legislation.
