Decision

(a)           RECOMMENDATION FROM THE REGULATORY AND APPEALS COMMITTEE – ADOPTION OF UPDATED BYELAWS TO REGULATE ACUPUNCTURE, TATTOOING, ELECTROLYSIS, SEMI-PERMANENT SKIN COLOURING AND COSMETIC PIERCING

Resolved –

That the regulation of skin piercing activities, namely acupuncture, tattooing, semi-permanent skin colouring, cosmetic piercing and electrolysis, in accordance with sections 14 to 17 of the Local Government (Miscellaneous Provisions) Act 1982, as amended by section 120 of the Local Government Act 2003 be adopted and that:

• City of Bradford Metropolitan District Council resolves that the following provisions of the Local Government (Miscellaneous Provisions) Act 1982 shall apply within the Council’s area:

Section 14 – Acupuncture

Section 15 – Tattooing, semi-permanent skin-colouring, cosmetic piercing and electrolysis;

Section 16 – Provisions supplementary to Sections 14 and 15;

Section 17 – Power to enter premises (acupuncture etc.);

• That these provisions shall come into force on 26th August 2026.

(b)           RECOMMENDATION FROM THE GOVERNANCE AND AUDIT COMMITTEE – ANNUAL TREASURY MANAGEMENT REPORT 2025-26

Resolved –

That the Annual Treasury Management Report (Governance and Audit Committee Document “E”) be adopted.
