Resolved-
 
That having considered the Application for
Review; all valid representations made by the parties to the
hearing: valid written representations received during the
statutory period, the published statement of licensing policy and
relevant statutory guidance; the Panel, on the evidence
which was heard, were not satisfied that the Licence Holder had the
ability to promote the licensing objectives. Therefore, the Panel
determined that the premises licence be revoked in respect of 1-3
Harrogate Road, Bradford, BD2 3DT.
 
Reason – It is
considered that the revocation is necessary, appropriate and
proportionate to ensure compliance and promotion of the Prevention
of Crime and Disorder and the Public Safety objectives of the
Licensing Act 2003.
