Resolved –
 
That having
considered all valid representations made by the parties to the
hearing: valid written representations received during the
statutory period, the published statement of licensing policy and
relevant statutory guidance; the Panel, on the evidence which was
heard, were not satisfied that the Licence Holder had the ability
to promote the licensing objectives and therefore refused the
application.
 
Reason – It is
considered that the refusal of the application for a new premises
licence to allow the sale of alcohol for consumption off the
premises is necessary to ensure compliance and promotion of the
Licensing Objectives.
