Purpose
This Decision Sheet considers 4 formal
objections received in response to the formal advertisement of the
following: -
I. 50mph speed limit – Sir Fred Hoyle Way, Bingley
The Council proposes to introduce the following speed limit:

I. 50mph speed limit – Sir Fred Hoyle Way, Bingley
The A650 Sir Fred Hoyle Way is currently operating safely at 50mph
under a Temporary Traffic Regulation Order. This Decision Sheet
seeks to introduce a permanent Order.
The proposed reduction of the speed limit on Sir Fred Hoyle Way,
Bingley, from 70mph to 50mph is in response to long-standing
concerns regarding excessive speeding and antisocial vehicle
behaviour. The route has been the subject of regular complaints
from residents, road users, and other stakeholders, highlighting
the need for improved safety measures.
By reducing the speed limit, we aim to promote safer driving
behaviour and address the recurring issues of speeding, which pose
significant risks to road users and contribute to antisocial
driving habits. The introduction of a 50mph speed limit aligns with
recommendations from traffic safety experts and reflects the
changing dynamics of the route, balancing vehicular needs with
safety.
Enforcement of the new speed limit will be supported by average
speed cameras. This is expected to reduce speeding offences,
improve compliance, and allow the police to allocate resources more
efficiently to tackle antisocial behaviour and speeding on
neighbouring streets. The reduction of the speed limit and the
associated enforcement measures are
intended to create a safer, more controlled driving environment,

area.
Content
i) That the objections to the proposed Speed
Limit Order (as shown within Drawing
No. 105698 A650 50mph SLO (attached in Appendix A of this Decision
Sheet)) be overruled, and that the Notice be sealed and implemented
as advertised.
ii) That the objectors be advised accordingly.
