Purpose

To facilitate the consolidation of the City
Centre HQ Estate by relocating staff and functions into City Hall
and Britannia House. This will allow for the closure of MMT and the
cessation of lease commitments for City Library and Skills for Work
by re-housing those functions into Council owned premises. These
proposals have been developed considering the Councils current
financial position and the need to move to a future sustainable
position. The overall financial benefit of progressing these
proposals will be an annual revenue saving of around £1.096m.
In addition, these proposals also allow for MMT to be marketed to
generate a capital receipt in conjunction with City Centre
Regeneration aspirations.

Alternative options considered

Option 1 - Do Nothing – this would mean
no savings at MMT, continuation of renting space for City Library
and SFW.

Option 2 - Relocate SFW into MMT – again means no savings
from MMT but would see a saving of rent liability for SFW –
but at a capital cost to facilitate such due to MMT building
design. Also, City Library could not be accommodated at MMT.

Option 3 - Relocate SFW to third party accommodation –
possibly with Childrens Services – achieves MMT savings but
requires leasing and fit out of new building and therefore an
ongoing rent, maintenance, utilities, and business rate liability.
Also, City Library cannot be accommodated in the various City
Centre locations currently available in the market. This would
cancel out the revenue benefits of closing MMT.

for City Library and Skills for Work. MMT to be marketed to
