Licensing Sub-Committee to Consider New Off-Licence Application in Chislehurst

Residents Raise Concerns Over New Off-Licence in Orpington

The Licensing Sub-Committee was scheduled to consider an application for a new premises licence for Stop N Go, a shop at 6 Kelvin Parade, Orpington, BR6 8BS. The application sought permission to sell alcohol for consumption off the premises.

The applicant initially proposed opening hours from 6:00 AM to midnight, Monday to Saturday, and 7:00 AM to midnight on Sundays. However, following discussions with the Metropolitan Police Service, these hours were amended to 7:00 AM to 11:00 PM for both opening and the sale of alcohol, seven days a week.

The Licensing Act 2003¹ governs the sale of alcohol and requires premises to hold a licence. The council must consider applications based on four key objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.

Concerns were raised by 72 individuals and local councillors, including Councillor Sheri Isa, Councillor Angela Page, and Councillor Andy Dourmoush. They highlighted the premises' location in a densely populated residential area adjacent to Oregon Square, a public green space. Objections focused on the potential for increased anti-social behaviour, noise, litter, and risks to public safety and children. Residents also noted the proximity of other licensed premises.

While the Metropolitan Police initially had concerns, these were addressed through agreed conditions, including specific trading hours, CCTV requirements, and staff training. The committee was asked to determine the application based on the council's Statement of Licensing Policy 2025 to 2030².

Health Scrutiny Committee to Review Hospital Service Reconfiguration

The Health Scrutiny Sub-Committee was scheduled to receive updates from key healthcare providers, including King's College Hospital NHS Foundation Trust (KCH). Plans Sub-Committee Approves New Children's Home and Sports Facilities

Community Sports Centre in Beckenham

The development includes four enclosed tennis courts, seven covered padel courts, and three pickleball courts, along with changing rooms, fitness facilities, a café, and parking. This approval came despite an initial officer recommendation for refusal due to concerns about the impact on Metropolitan Open Land, air quality, and transport. The committee determined that the benefits of the facility outweighed the identified harms.
