That
 
1. 
Approval be given to award the works contract for the main works
relating to the Crystal Palace Park Regeneration scheme to the
first placed bidder as set out in the Part 2 report;
 
2. 
Alternatively, approval be given to award the works contract to the
second placed bidder if the award to the first placed bidder does
not proceed as set out in the Part 2 report; this decision to be
delegated to the Assistant Director of Culture & Regeneration
should the need arise.
 
3. 
Approve be given to the increase to the Capital Budget from
£26,815,000 to £27,702,284, to reflect the increase in
the capital receipt from the land disposal as set out in September
2023 (Report no: HPR2024/045A) and the additional grants received to help to
fund the Regeneration Plan works. 
Noting that this funding can only be used for the Regeneration Plan
of Crystal Place Park, as set out in the Planning Application.
 
4. 
Approval be given to apply for and accept grants for the
Regeneration Plan works.
 
5. 
That authority be delegated to the Director of Corporate Services
to authorise the Appropriation for Planning Purposes the land in
Crystal Palace known as Rockhill's and Sydenham Villas which have
outline planning consent for residential dwellings, shown in the
aerial image at Appendix A of the addendum report.
 
6. 
That authority be delegated to the Director of Corporate Services
to sign and execute all legal documentation in relation to the
appropriation and or ancillary thereto in the instance where
officers are advised it is appropriate, pursuant to section 226 of
the Town & Country Planning Act 1990.
 
7. 
It be noted that there are no financial implications for these
additional recommendations.
