That
1.
The appropriation
for planning purposes of the land at the Beckenham car park housing
development site shown edged in the aerial image being Figure 1
at Paragraph 3.2 of the report pursuant to section 226 of the Town
& Country Planning Act 1990 be authorised.
2.
Authority be delegated to the Director of Renewal, Recreation and
Housing in consultation with the Portfolio Holder for Renewal,
Recreation and Housing to approach, if necessary, any affected
parties as a result of the appropriation
in order to agree statutory compensation.
3.
Authority be delegated to Director of Corporate Services to sign
and execute all legal documentation in relation to the
appropriation and or ancillary thereto.
4.
Proceeding to procurement for the design & build works contract
at the end of the RIBA Stage 4a at an
estimated value of £9.6m be
authorised as set out in paragraph 3.5 of this report,

Authority be delegated to the Director of Housing, Planning,
Property & Regeneration to approve the detailed procurement
strategy in consultation with the Portfolio Holder, the Assistant
Director Governance & Contracts, and the Director of
Finance.
6.
It be note that this scheme will be progressed subject to a
Secretary of State Direction to either (a) hold the properties
outside of the Housing Revenue Account (HRA) or (b) by Secretary of State’s Direction
to allow the transfer of an appropriate sum from the General Fund
to the HRA as set out in Paragraph 6.5
of the report.
In relation to the Manorfields site

Authority be delegated to the Director of Corporate Services to
sign and execute all legal documentation in relation to the
appropriation and or ancillary thereto in the instance where
officers are advised it is appropriate, pursuant to section 226 of
the Town & Country Planning Act 1990.
