1. 
The proceed to procurement of electricity and gas
supply contracts via the Countess of Chester NHS Trust framework
via a PPA be approved. New contracts for electricity and gas will
commence on 1st August 2025 and 1st October
2025 respectively and be for fixed contracts.
 

2. 
Authority be delegated to the Director of Housing
Planning Property & Regeneration, subject to agreement with the
Portfolio Holder for Resources, Commissioning & Contract
Management, the Assistant Director Governance & Contracts, the
Director of Corporate Services and the Director of Finance, to
award Utilities contracts of variable lengths (between 1 to 3
years, based on value for money assessments at the point of
purchase), via a compliant framework for the period August 2025 to
October 2031.
 
3. 
Extensions to existing arrangements in line with the
above-mentioned contract start dates be approved, to avoid
tendering the contracts at the present moment of high prices and
volatility on the professional advice received that contract prices
at that point are likely to present better value for
money.
 
4. 
An annual Budget from August 2025 of approximately
£2.56M per annum for the purchase of Electricity be
approved.
 
5. 
An annual budget from October 2025 of approximately
£1.1 M per annum for the purchase Gas be approved.
