Reasons for the decision

The
Local Authority is required by statute to approve an annual
treasury strategy in advance of the year, a mid-year review report
and an annual report following the year comparing actual activity
to the strategy.  Under CIPFA’s
Prudential Code for Capital Finance in Local Authorities, the Local
Authority is also required to set a number
of prudential indicators to monitor and control capital
expenditure, financing and borrowing.
