That
1. The adoption of a leasehold model of ownership as
the preferred approach for delivery of temporary accommodation
provision under this acquisition programme be approved on the basis
as set out in the report and subject to obtaining appropriate
external legal advice which the Director of Housing, Planning,
Property and Regeneration is satisfied supports the
proposals.
2. The creation of a dedicated programme board
which will be responsible for the review and recommendation of
sites for acquisition under this programme, reporting to the
Director of Housing, Planning, Property and Regeneration be
noted.

Authority be delegated to the Director of Housing,
Planning, Property and Regeneration in consultation with the
Portfolio Holders for Renewal, Recreation and Housing and Resources, Commissioning and
Contract Management, Director of Finance and Director of Corporate
Services and Governance to approve the acquisition and agree lease
arrangements where there is a clear demonstrable financial benefit
in doing so (as defined in this report) subject to all prospective
acquisitions being formally reviewed and recommended by the
programme board.

Funding of up to £1m to meet transaction costs
relating to acquiring leases for up to 300 units to be met from the
Council’s Invest to Save earmarked reserve be agreed. To note
the progress made with three potential acquisitions as set out in
Part 2 of this report.
