1. 
It be agreed in principle to outsource
the Community Vision Nursery via a concession contract and to
commence formal market testing via a compliant procurement route,
noting that any subsequent award of contract will be subject to a
separate Executive decision;
2. 
It be agreed to commence formal staff,
union and public consultation on the proposal to commence formal
market testing via a compliant procurement route for the Community
Vision Nursery; and,
3. 
Authority be delegated to the Director of
Education, subject to agreement with the Portfolio Holder for
Children, Education & Families, the Assistant Director:
Governance & Contracts, the Director of Corporate Services and
the Director of Finance, to determine and implement the detail of
the compliant procurement route, informed by the outcome of the
formal consultation with staff, unions and the public.
