That the reallocation of £902,168.00
between workstreams in the Operational Property Review budget to
enable the repairs to the Poundland/Walnuts concourse to be
undertaken in the most financially efficient way, including
contingency, be authorised.
 
That a modification
of £820k to the Development Management Agreement with
Alliance Leisure Services to carry out the Poundland/Walnuts
concourse works be approved as set out in Paragraphs 4.2 to 4.6 of
Report HPR2025/041
 
That it be noted that additional external
funding for the leisure centre project has been secured, with a
potential for further external funding to be dealt with via further
modifications to this contract as per Paragraph 4.7 of Report
HPR2025/041.  These waterproofing works
will be delivered through the leisure centre contract.

Reasons for the decision

An investigation into the
condition of a Council-owned unit that is currently occupied by
Poundland at 63 The Walnuts, Orpington has determined that works
are required to the concourse above the unit and in front of the
Walnuts Leisure Centre entrance due to water leaking through the
public square into the Council-owned unit below.  It is essential that the necessary works be
instructed now to prevent further damage and avoid any impact to
the opening date or future closure of the newly refurbished Walnuts
Leisure Centre.
