That a direct award be made under exemption to
the Tavistock and Portman NHS Trust, and a collaboration agreement
with the London Borough of Wandsworth as the lead commissioning
authority. This agreement is for a
period of up to two years, on a 1+1 basis at an estimated cost of
£117k for Year 1, commencing 1 January 2026, with the NHSEI
inflationary rate added for Year 2, commencing 1 January 2027 if
the extension is applied, giving an estimated whole life value of
£234k.
That authority be granted to the Director of
Children’s Social Care to approve the option to extend,
subject to agreement of the Assistant Director: Governance and
Contracts, the Director of Corporate Services and the Director of
Finance as determined by the Contract Procedure Rules.

outcomes for children and families who are being put at risk due to
parental substance misuse. The service
focuses on families who the responsible local authority is working
with, who are within a pre-care proceedings framework and for whom

The London Borough of Bromley has been part of
the Pan London Family Drug and Alcohol Court Service consortium
since January 2018. The consortium is
made up of a number of London Boroughs
and the service is delivered by the Tavistock and Portman NHS
Foundation Trust with the current contract due to expire on 31
December 2025. The Director of
Children’s Social Care and Head of Safeguarding strongly
support the continuation of the FDAC Service, citing its financial
effectiveness in helping vulnerable families.
