That:
i.)
the initiation of a new procurement process for a seven-year
sensory support services contract be approved, structured on a 3 +
2 + 2 basis, commencing on 1 October 2026 and concluding on 30
September 2033; and,
ii.)
note that the estimated annual value of the contract is
£198,666.50, based on current contract values of
£148,000 for sight impairment services and £50,666.50
for services supporting individuals who are hard of hearing or
deaf. The initial three-year contract will total £595,999.50,
with the projected value over the full seven-year term estimated at
£1,390,665.50.
Reasons for the decision
The Council holds a contract with Kent
Association for the Blind (KAB), a local voluntary organisation, to
deliver statutory and preventative services for sight-impaired
residents in Bromley. All extension options have been used, and the
contract will end on 30 September 2026.
A separate contract with DeafPLUS provides services for residents who are
hard of hearing or deaf. This contract began on 1 October 2018 and,
following all available extensions and a further one-year
extension, will conclude on 30 September 2026 — aligning with
the Kent Association for the Blind contract end date.
