That

1. The proceed to procurement for an advisory partner to support the transformation of services to Working Age Adults, the Better Lives Programme be agreed.
2. It be agree that Council reserves are drawn upon to fund this procurement and associated work as described in the report.
3. It be agreed that the contract will operate in two parts. Phase 1 will involve a 12-week detailed review of current provision and costs to size the opportunities and develop a plan for change at an estimated cost of £500K. Subject to further agreement, a Phase 2 will involve the advisory partner supporting the Council in the implementation of the plan at an estimated £4.5m to £5.5m. The decision to proceed to Phase 2, with or without the support of the advisory partner, will be made by the Executive following a report on the outcome of the Phase 1 work.
