Authority be delegated to Chief Officers, subject to Portfolio
Holder agreement, for the procurement and awarding of block
contracts with a maximum value of £1m per annum, per provider. This delegation aims to streamline governance
processes, enhance operational efficiency, and ensure timely
delivery of services while maintaining compliance with procurement
regulations and addressing the current financial challenges of the
Council.

The Delegated Authority be limited to the Housing and Children,
Education and Families Departments for purposes of procuring block
contracts for placements and relevant provisions for children and
families as well as for temporary / nightly accommodation for
vulnerable adults and families. The Executive may wish to extend
this approval to Adult Services placements.
3.
The Delegated Authority will be in place for a maximum of 2 years
with Chief Officers providing bi-annual updating reports to the
Executive. The Executive will reserve the right to rescind the
Delegated Authority at any time during this period.
