That
1) 
The submission of any required planning applications
and other statutory applications in order
to progress the relocation of the Central Library and
Bromley Historic Collections be approved. The planning requirements
include a change of use application as well as advertising consent
for the new signage to the frontage.
2) 
Proceeding to procurement for the design and build
works contract for the fit out of the new library at an estimated
value of £9.1m, via a compliant
tender process as set out in Paragraph 3.30 of Report HPR2024/040A be
approved.
3) 
The decant of the current library and Bromley
Historic Collections (including archive) at the appropriate points
in the programme be approved, with delegated authority granted to
the Director of Housing, Planning, Property & Regeneration to
approve the detailed procurement strategy for the move in agreement
with the Portfolio Holder for Renewal, Recreation and Housing, the
Assistant Director: Governance & Contracts, the Director of
Corporate Services and the Director of Finance. Noting that the
Archive is expected to move temporarily into deep storage in 2025
and there will be a period of complete closure for the library
whilst the library move takes place.
4) 
Bids for grants towards library, archives and museum
schemes as may be available and appropriate be approved with
delegated authority granted to the Director of Housing, Planning,
Property & Regeneration in consultation with the Portfolio
Holder for Renewal, Recreation and Housing.
5) 
Authority be delegated to the Director of Corporate
Services to sign any ancillary legal documents arising as part of
the development of the new Central Library.
6) 
Approve the recruitment of an additional officer at
grade BR13 on a two-year fixed term
contract to enable the delivery of the project.
7) 
Recommend Full Council approve the increase to the
Capital Programme budget from £500k to £15.45m
and agree the funding mechanism.
