That it be agreed to proceed to procurement
for an Education Psychology Assessment resource via the Crown
Commercial Services framework for a four-year contract at an
estimated annual value of £170k (whole life value of
£680k), noting the proposals set out in Report CEF23115 to
develop a long-term mixed delivery model of Educational Psychology
services, utilising a combination of substantive and locum staff,
supplemented with external commissioned assessments; and that the
cost of the contract is expected to be funded through staff
vacancies and income generated through traded work.
That the award of contract to Sanctuary
Personnel Ltd, via exemption to competitive tendering for a
three-month period commencing 1 October 2024 at an estimated value
of £85k be approved to allow continuity of statutory service
for Education Psychology pending the outcome of the proposed
procurement, funded through remaining salary underspend from the
EPS’ 24-25 budget.
