Purpose
This report
seeks approval from the Director of Environment and Sustainability,
following consultation with the Cabinet Member for Planning and a
Sustainable Camden, to publish a TMO notice of proposals in respect
of six, permanent Green Mobility Hubs in Talacre Road, Kelly
Street, Queens Crescent, Holmes Road, Malden Crescent and Lamble
Street in the Kentish Town (and Gospel Oak south) area. The scheme
has been developed to supplement and complement Camden’s
existing Green Mobility Hubs elsewhere in the Borough, combining a
range of shared and environmentally sustainable mobility options at
each location. The project recognises that 65% of
households in Kentish Town do not own a car and rely on walking,
cycling and public transport to make their journeys. With this in
mind, Camden submitted a bid to the Levelling Up Fund (LUF) in
2022. LUF funding was secured to implement a series of projects
aimed at making Kentish Town a more sustainable neighbourhood,
through tackling health inequalities and improving health and
wellbeing for residents. This involves different projects that
contribute to making Kentish Town a more climate resilient and
healthy place to live. One of these projects includes the
introduction of a network of Green Mobility Hubs in and around
Kentish Town.
The details
proposed at each site are provided in Section 2. The
recommendations in this report are made taking into account the
following:

Relevant policies;
•
Feedback and monitoring data;
•
Pre-consultation engagement with relevant council departments
as part of the concept design process;
•
A full public consultation (between 14 November 2024 and 5
December 2024) on all proposals contained in this report;
and
•
An Equality Impact Assessment.
Decision
Having
considered the proposals in this report, including the Consultation
Summary Report (Appendix A), the Equality Impact Assessment
(Appendix B), and having had due regard to the needs set out in
section 149 of the Equality Act 2010 the Director of Environment
and Sustainability, following consultation with the Cabinet Member
for Planning and a Sustainable Camden, is asked to:
(i)
Approve the recommendation to publish a notice of the
proposal to implement 6 permanent Green Mobility Hubs at Talacre
Road, Kelly Street, Queens Crescent, Holmes Road, Malden Crescent
and Lamble Street (as set out in Section 2) as part of
Camden’s wider Transport Strategy objectives subject to
compliance with relevant statutory requirements; and
(ii)
Delegate authority to the Chief Engineer to take any further
decisions required to deliver each of the 6 Green Mobility Hubs,
having considered any objections received, including the detailed
design and implementation elements. Funding for the schemes is from
the Levelling up Fund.
