Purpose
This report
outlines the procurement strategy to source Information
Communication Technology (ICT) hardware, for the Council Corporate
refresh project of Laptops, and associated goods and
services.
The last
council-wide laptop refresh was in 2021 The majority of devices
have now exceeded our asset lifecycle of 4 years, and as expected
out-of-warranty repairs are steadily increasing.
An initial
£650,000 of Capital budget, has been approved for this phase
of the laptop refresh, which is expected to enable approximately
850 laptops to be refreshed. However, if there is more Capital
allocated, then the maximum contract allows an additional spend of
up to £2,000,000.
The recommended
procurement route is to use The Procurement Services Y21028
framework Lot 1, for the Provision of New IT Hardware
Products.
This report has
been prepared after the decisions were made and implemented and is
seeking confirmation of the Chief Experience & Information
Officer ’s approval of the decisions.

That the Chief
Experience & Information Officer confirms their approval given
on 8 July 2025of the following:
1.
The procurement strategy for the provision of ICT hardware
for the Council’s Corporate refresh project of Laptops, and
associated goods and services, to use The Procurement Services,
Y21028 framework, Lot 1 The Provision of New IT Hardware Products,
which includes a price/quality evaluation criteria split of 70%/30%
(including 10% Social Value)
2.
The contract term of 2 years (including 1 year contract
extension) for the sum of circa £650,000 per annum
(£2,000,000 in aggregate including contract
extensions).
3.
That the project proceeds to the contract award
stage.
