Purpose

This report
presents a summary of the procurement process undertaken for the
provision of Building Management System (BMS) maintenance services
within school buildings. It seeks approval for the award of
contract and outlines the procurement strategy following a Request
for Quotation (RFQ) procedure in accordance with the
Council’s Contract Standing Orders.
 
It is
recommended that the contract be awarded to Lloret Controls System
Ltd, who achieved the highest overall evaluation score of 84%,
based on a combination of quality and cost criteria. The total
estimated contract value is £117,160 over a two-year
term.
 
Subject to
approval, the contract will commence on 1st September 2025 and will
expire on 31st August 2027.
 
Approval is
sought from the Director of Development to proceed with the
appointment of Lloret Control System Ltd.

Decision

THAT the
Director of Development agrees:

 

1.    
The procurement strategy, for a Request for Quotation process
with a 60% price and 40% quality weighting.

2.    
To award of the contract to Lloret Control Systems Ltd at a
sum of £117,160, with the contract commencing on
1st
September 2025 and ending 31st August
2027.
