Purpose
This report seeks approval from the Chief Engineer, following consultation with the Director of Environment and Sustainability, to implement Phase 10 of the Dockless Bike Hire and Rental E-Scooter (DBH&RES) parking bay Programme. This consists of consultation proposals to provide 24 new DBH&RES parking bays, the extension of 7 existing DBH&RES parking bays, as wells as the relocation and extension of 1 existing DBH&RES parking bay at 32 sites across the Borough. Public consultations on the proposals for 32 sites detailed in this report were undertaken from 23rd June – 14th July 2025, and a traffic management order (TMO) consultation was carried out from 21st August – 19th September 2025. Officers recommend taking forward proposals for 29 of the 32 sites following the above consultations.
The proposals meet the objectives of We Make Camden by helping create clean, vibrant, and sustainable places by providing new or extended DBH&RES parking bays at 29 sites, which would help to encourage residents to cycle and e-scoot more (while helping to enable the continued rental e-scooter trial in the Borough) instead of driving motor vehicles, or using over-crowded public transport systems. This would in turn contribute to improving air quality and lowering carbon emissions in the borough.
Decision
THAT the Chief Engineer, following consultation with the Director of Environment and Sustainability, having considered the rationale and criteria for the proposals in this report, and subject to compliance with relevant statutory requirements:
i. Notes the responses received relating to the installation of new or extended Dockless Bike Hire and Rental E-Scooter parking bays at 32 sites during:
(1) The public consultations undertaken from 23rd June - 14th July 2025 and
(2) The TMO consultation undertaken from 21st August – 19th September 2025.
ii. Approves the recommended proposals, including where necessary the making and implementation of the TMO amendments consulted on for new or extended Dockless Bike Hire and Rental E-Scooter parking bays at 29 of the 32 sites as summarised in sections 2 and 7 of this report and shown in Appendix ‘A’. and;
iii. Delegates to the Streets Design Team Manager the authority to take any further detailed design decisions required for the implementation of the recommended proposals.
