Purpose

This report summarises the statutory Traffic Management Order (TMO) consultation undertaken between 27 November to 19 December 2025 on proposals to implement permanent Healthy Streets changes on Shaftesbury Avenue and the network of streets to the north, including New Compton Street, St Giles Passage, Stacey Street and Phoenix Street.

The scheme seeks to improve safety and amenity for cyclists and pedestrians using the area, and to enhance public realm spaces. This report outlines the two representations received during the statutory consultation period and makes a recommendation for the decision maker’s consideration.

Following a public consultation, a Cabinet Member decision was made, by the Cabinet Member for Planning and a Sustainable Camden, on 14 May 2025 to approve implementation of the permanent changes proposed in the Shaftesbury Avenue area. This decision was subject to compliance with relevant statutory requirements, including the TMO consultation conducted in November and December 2025

Decision

THAT the Director of Environment and Sustainability following consultation with the Cabinet Member for Planning and a Sustainable Camden, having considered the proposals in relation to the objectives set out in the Camden Transport Strategy (CTS), the TMO consultation responses received and having due regard to the needs set out in section 149 of the Equality Act 2010: Approves the implementation of proposals for the Shaftesbury Avenue Area Safe and Healthy Streets scheme, as per the TMO consultation undertaken between 27 November to 19 December 2025.
