Purpose

To consider the Central District Alliance request to create a Property Owner Business Improvement District and to seek a first term from 1st January 2027-31st March 2030.

Decision

Consideration was given to a report of the Director of Economy, Regeneration & Investment.

DECISION –

THAT the Cabinet Member for Jobs, Young People and Culture:

i)                    Approves the Central District Alliance Property Owner Business Improvement District (PBID) proposal for a term from 2027 – 2030;

ii)                  Requests the Chief Executive, as the Council’s Returning Officer and ballot holder, to hold a ballot for the Central District Alliance Property Owner Business Improvement District proposal; and

iii)                Delegates authority to the Director of Economy, Regeneration and Investment, following consultation with the Cabinet Member for Jobs, Young People and Culture, to enter into the necessary legal agreements for collection of the PBID levy and to deal with related service specifications and any other necessary legal matters in respect of the Central District Alliance Property Owner Business Improvement District proposal, as instructed and in consultation with the appropriate officers.
