Purpose
To consider implementing the proposed borough-wide responsible drinking Public Spaces Protection Order (PSPO) taking into consideration the consultation that was carried out between January and March 2026.
Decision
RESOLVED –
- THAT the introduction of the Public Spaces Protection Order (PSPO), in the form of the draft order attached at appendix A for a period of 3 years from 6th July 2026 be approved.
- THAT a fixed penalty notice (FPN) of £100 and a discounted sum of £60 if paid within 14 days as set out in paragraph 2.4 of the report be agreed.
- THAT authority be delegated to the Director of Recreation and Public Safety to:
(i) Take all steps to implement the public space protection order, including requesting the Borough Solicitor to apply the corporate seal to the same;
(ii) Finalise the form of signage and any publicity to be displayed in line with statutory requirements; and
(iii) Take any decision to vary, extend or discharge the PSPO following consultation with the Cabinet Member for Safer Communities.
