Purpose

This report seeks agreement from the Executive Director Homes and Communities for the direct award of a contract to deliver urgent remedial works at 14–18 Springfield Lane, NW6 5UB.

The contract has been procured swiftly to ensure the Council meets its statutory landlord and repairing responsibilities under the head lease with the Freeholder given the urgency created by the pending legal hearing in April 2026. Springfield lane comprises of 15 properties of which 5 are leasehold properties

The works arise from a Dilapidation Survey, Expert witness report and include window renewals, roof repairs, fire safety works, temporary accommodation void refurbishments, external boundary improvements, and associated compliance-related repairs.
 

A direct call off through the Fusion21 Refurbishment, Construction, New Build and Modular Buildings Framework (Lot 1A) was therefore selected as the most efficient and legally robust option.

Following this process, Vinci Ltd is recommended to be awarded the contract. 

Vinci’s submission has been fully assessed and is compliant with framework rates, representing value for money, and demonstrating strong quality responses and capability to mobilise immediately. Vinci’s proposals refer and meet the Council’s technical requirements, programme, and once the works are complete will fulfil our statutory obligations to our residents and under the lease we currently hold. 

Within Camden, a Programme Manager and Project Manager   within the Capital Works team will lead on delivery of the works, which will include (but are not limited to):

•                     Temporary accommodation group Void standard refurbishment

•                     Window renewals planning consent in place

•                     Flat entrance 30 minute Fire door (FD30S)   replacements

•                     Emergency lighting upgrades to communal areas

•                     Roof minor works to ancillary items

•                     Repair and improve the boundary fencing boundaries

•                     Renovate external garages and sheds on site to be usable, cleared and secured

•                     Other communal remedial and redecoration works, in line with fire safety requirements.

The contract duration will be 36 weeks, with a contract value of £988,442.23. The form of contract will be either a JCT Minor WCD 2016 works or JCT ICD 2016. 

This award of contract report will subsequently be presented to the Executive Director, Homes and Communities for approval in line with Contract Standing Orders.
