Purpose

This report outlines the proposed procurement strategy and award for the provision of a Management Information System (MIS) Solution for Camden schools.

This is an aggregated contract providing several core functional modules such as Pupil and Staff Records, Attendance Management and Assessment &

Progress Tracking along with software support. All costs will be fully met by individual schools using the service.

The recommended provider is Arbor Education to enable the continued use of the Arbor Platform currently being used in the majority of Camden Schools.

The proposed procurement route will be by way of a direct award via Crown Commercial Services (CCS), Vertical Application Solutions (VAS) Framework, Local Authority Aggregated Finance Purchasing RM6259.

The proposed contract term will be for a period of 3 years plus 1 optional extension of 12 months from 1st April 2026, for a total forecasted costs of up to £700,000 excluding VAT.

Decision

(i)                 THAT the procurement strategy for the provision of a Management Information System Solution for Camden Schools, which includes 100% price and contract term of 36 months plus 1 extension of 12 months, at the sole discretion of the Council, for an estimated aggregate value (including extensions) of £700,000, be approved; and

(ii)                THAT the award of the contract for the provision of a Management Information System Solution for Camden Schools to Arbor Education for a period of 36 months (including 1 contract extension of 12 months at the sole discretion of the Council) for the sum per annum £700,000 in aggregate including contract extension be approved.
