Purpose

This report seeks approval for the Housing and Property Management – Tenancy Management Policy (2026) (Appendix I). 

The report details the policy development process, lessons learned, and insights, alongside planned service improvements being implemented to ensure policy compliance.

This decision is being taken by the Executive Director, Homes and Communities, because the Tenancy Management Policy establishes Camden’s operational framework for granting, managing and ending council tenancies, including succession, assignment, mutual exchange, rent setting, arrears recovery and tenancy fraud.

Under the Council’s Scheme of Delegation (NED), the Executive Director, Homes and Communities has delegated authority to approve new housing policies and substantive amendments within their service area. As the policy governs the discharge of statutory housing functions and does not constitute a Key Decision, the decision appropriately sits with the Executive Director under NED.

THAT, following consultation with the Cabinet Member for Better Homes, the Housing and Property Tenancy Management Policy (Appendix I) be approved.
