Purpose

This report seeks approval to award three of the four adult pathway contracts which provide accommodation-based support to homeless adults in Camden. All three contracts are due to commence on or around 1st April 2026.

On 17th September 2025, Cabinet approved the strategy to procure four contracts that fall under the Council’s Adult Pathway.  Approval was also granted for the Executive Director Homes and Communities to award the contracts following consultation with the Cabinet Member for Better Homes. The recommendation is to award the following contracts:

Lot 1 – Housing related support service for vulnerable single men with medium to high support needs to The Salvation Army

Lot 2 – Housing related support service for vulnerable single adults with medium to high support needs to The Riverside Group

Lot 3 – Housing related support service for vulnerable single men with medium to high support needs to Sapphire Independent Housing

The Salvation Army strengths include the ability to action referrals with 24 hours. The service will be delivered in a psychologically informed way. They will include the use of their SHARPS 2 pilot which is a peer navigation model.  Equality, Diversity and Inclusion is embedded in the organisation.

The Riverside Group strengths include targeted programmes such as safe space for women, recording studio and the offer of employment to one resident per annum. They will utilise the partnership established with Barclays to support the service.

Sapphire Independent Housing strengths include the ability to offer same day placements. The service will be delivered in a trauma informed way. The model includes reflective practice and an Employment Training co-ordinator.

The procurement strategy contained a fourth contract due to commence on or around 1st October 2026. This service will be tendered in April 2026.

Decision

THAT, following consultation with the Cabinet Member for Better Homes

(i) The award of the Housing related support service for vulnerable single men with medium to high support needs contract to The Salvation Army for a period of 84 months for the sum of £303,342 per annum (£2,123,394 in aggregate) be approved;

(ii) The award of the Housing related support service for vulnerable single adults with medium to high support needs contract to The Riverside Group for a period of 84 months for the sum of £959,713 per annum (£6,717,963 in aggregate) be approved; and

(iii) The award of the Housing related support service for vulnerable single men with medium to high support needs contract to Sapphire Independent Housing for a period of 84 months for the sum of £591,460 per annum (£4,140,220 in aggregate) be approved.
