Purpose
This report sets out the proposed procurement strategy for the Main Works of the Camley Street redevelopment project at Site A (120-136 Camley Street). Site A is being delivered directly by the Council, while Site B (3-30 Cedar Way) is being delivered by the Council’s development partner Ballymore (Camley Street) Ltd – a joint venture between Ballymore Ltd and Lateral Partners Ltd – subject to certain contractual conditions being satisfied.
This report is coming to the Executive Director Investment, Place and Opportunity, following consultation with the Cabinet Member for New Homes, Jobs and Community Investment, the Interim Director of Development, the Director of Finance, the Director of Environment and Sustainability, the Head of Property and the Borough Solicitor for approval in line with Contract Standing Orders. This decision is in line with the Cabinet delegation made on 7 September 2022 and subsequently amended by the Leader on 20th March 2026.
Decision
THAT, following consultation with the Cabinet Member for New Homes, Jobs and Community Investment, the Interim Director of Development, the Director of Finance, the Director of Environment and Sustainability, the Head of Property and the Borough Solicitor:
(i) The procurement strategy for the main works contract for Site A of the Camley Street regeneration project, which will be in the form of a two-stage design and building procurement using the Notting Hill Genesis framework with next steps including a Capability Assessment stage, followed by invitations to the shortlisted contractors who successfully qualify from this initial assessment stage to tender for the first stage, the Pre-Construction Services Agreement, be approved;
(ii) Subject to the appointed contractor developing a design and price acceptable to the Council (i.e. within budget and able to demonstrate value for money), appointing the same contractor to the second stage, i.e. the Main Works contract, be approved; and
(iii) Should the appointed contractor’s design or price be unacceptable to the Council, a further procurement stage to identify a suitable contractor for the Main Works contract be approved.
