Purpose
This report seeks approval of the procurement strategy for the provision of a Vehicle
telematics hardware, software and associated support service across the Council’s fleet.
The provision of Telematics is a key enabler for fleet management. The collection and
analysis of vehicle telematics data will enable officers across the authority to:
• understand how vehicles are used to support evidence based decision making
across the entire fleet.
• identify driver training needs and improve driver behaviour to reduce accidents,
injuries and property damage
• reduce emissions through improved fuel efficiency and future vehicle selection to
support our ambitions of Greening the Fleet.
The Council currently use a variety of telematics devices across some areas of the
existing fleet. To ensure accurate monitoring and reporting of vehicle usage, help to
bring down costs across the organisation, and help to prioritise vehicles for electrification using a data-backed approach, officers are now looking to implement a single telematics solution across the entire fleet.
Officers are proposing to undertake a mini-competition through the Crown Commercial
Service (CCS) Tyres, Glass and Telematics Framework Agreement (RM6353) to award a
contract for a period of 48 months from 1st August 2026 until 31st July 2030, for an
estimated total cost of £320,000.
This report is being presented to the Director of Environment and Sustainability for
approval in line with Contract Standing Orders.
