Purpose
Camden’s four Learning Disabilities Supported Living locality contracts (North, Central, South and West), delivered by Learning Disability Network (LDN) London, Certitude and Creative Support, commenced on 1 October 2020 and are due to end on 30 September 2026, with options to extend.
This report seeks approval to increase the contract price from 15 June – 30 September 2026. A further request is being sought to take up a 30-month (2.5 years) extension from 1st October until March 2029 inclusive of uplifted rates, to ensure market sustainability, service stability, and allow sufficient time to design and recommission a future supported living model aligned to We Make Camden and Camden’s All-Age Accommodation Plan.
These contracts currently support 94 residents across 26 properties, providing essential accommodation and care for people with learning disabilities with a wide range of needs, including those with complex and high support requirements. Services keep people independent and well within the borough, reducing the need for people to move out of Camden, away from family, friends, professional networks and, often, at greater cost to the Council.
This report is presented to the Executive Director Adults and Health for approval, following consultation with the Cabinet Member for Health, Wellbeing and Adult Social Care, in line with Contract Standing Order E1.

The variation to apply an uplift for period of 3.5 months from 15 June 2026 to the end of the initial contract period until 30 September 2026 for the sum of £136,264.
