Purpose

This report sets out the proposed extension, via a contract variation, for the Camden Rough Sleeping Hub (RSH) in Kings Cross. The current contract is due to expire on 31 March 2026.

The Rough Sleeping Hub provides 16 bedspaces for people rough sleeping in Camden. The service provides a pathway off the streets into a supported environment from which people can progress to more stable accommodation options, including Camden’s Adult Pathway services. The service supports access to accommodation, reduction in harm, and reduction in associated street based anti-social behaviour.

The Rough Sleeping Hub is currently fully funded through the Rough Sleeping Prevention and Recovery Grant (RSPARG) 2025-26, provided by the Ministry of Housing, Communities and Local Government. The current contract is due to expire on 31st March 2026. From 2026-27, RSPARG will form part of the new Homelessness, Rough Sleeping and Domestic Abuse Grant and part of Camden’s allocation will be used to fund the service in 2026-27.

The extension will allow the Single Homeless Project (SHP) to continue to provide these vital services within the Borough and provide consistency of provision in the emergency beds pathway, whilst conducting a strategic review of services and monitoring its performance and strategic fit with wider service provision.

This report is therefore seeking approval of an extension, via contract variation, to the existing contract with the SHP for a period of 12 months from 1 April 2026 to 31 March 2027 at a total cost of £632,228.

In accordance with Contract Standing Order E2, the Executive Director of Homes and Communities can authorise the extension. However, it requires a waiver to implement it as required under CSO E2.2 and approved it in line with F3. Officer agreement of the waiver will be sought separately via the online waiver process, before a report is submitted to the Cabinet Member as a Single Member Decision for approval.
