Purpose

This report seeks agreement to submit planning applications for Package B: Hadley Street, Castle Road Estate within Phase 1 of the New Homes for Small Sites (NHSS) programme. The proposals will provide 16 x 100% affordable new homes, shared communal amenity space and wider estate landscape enhancements.

The role of Executive Director Supporting Communities has been dissolved, who formerly had delegated authority to take this decision under the delegation set out in the Cabinet paper: New Homes for Small Sites Programme - Phase 1 (SC/2023/29) from February 2023. For the purposes of this report, the new position of Executive Director Investment, Place and Opportunities has taken over the relevant responsibilities relating to this decision and is authorised to take this decision.

Decision

THAT the Executive Director Investment, Place and Opportunity (following consultation with the Executive Director Corporate Services, the Cabinet Member for New Homes and Community Investment, the Cabinet Member for Finance and Cost of Living, the Cabinet Member for Better Homes, the Head of Property and Borough Solicitor) agrees to submit a planning application for the Hadley Street scheme, consisting of the redevelopment of land formerly used for car parking (and now cleared) and the erection of two residential blocks providing 16 homes together with alterations to Heybridge underpass, amenity space, play space and landscaping.
