provisions of Schedule 12A, Part 4, paragraph 14 of the Local
Government Act 1972 (as amended)
 
AGREED: that
 

the procurement of 21 highway
vehicles including the evaluation
criteria and weightings as set out in the report be approved. The
estimated value of the procurement is contained in the body of the
report.

 

the commencement of
the procurement by mini competition via the TPPL and NEPO
Frameworks as outlined in the report and utilisation of the Council
and framework approved procurement documentation be
approved.

 

Reasons for the decision

 

1.   
This procurement will replace the current leased
vehicles and off contract spot hire arrangement and move towards an
outright purchase model written down over a seven-year life period.
The maintenance will be delivered by the Council’s in house
workshop facility. This procurement will ensure a compliant
arrangement for the statutory highway maintenance operations fleet
is in place, as current vehicles are no longer fit for purpose due
to age, and that the department can demonstrate value for
money.
 

2.   
To facilitate a smooth transition of the vehicle
replacement programme between awarded supplier(s) and existing
supplier(s). The procurement consists of 21 vehicles which will
have different lead times.

 

3.   
These vehicles will replace existing fleet vehicles
consisting of public rights of ways, street lighting, highway,
drainage, and high-speed routes. The current vehicles are over five
years old and will be replaced with vehicles purchased outright and
written down over a seven-year life. The outright purchase of the
vehicles will be funded and form part of the Councils Capital
program and straight line depreciated over a seven-year period.
Internally this will be funded by the agreed revenue budget and
charged back to the service area monthly over term. The service
area has agreed the contract length and maintenance
arrangements.
