AGREED:
that award of Works contract titled ‘Ocean
Park Arena, Retrofit Energy Conservation Measures’ VITAL
Energi Limited be approved to deliver the works as set out within
the investment grade proposal (IGP) attached in Appendix 1 within
the required grant funding timescales.

Reasons for the decision

As set out in Cabinet paper
ref: Refit 4 – Energy Conservation Retrofit Programme –
Jan 2024, the Refit programme was intended to deliver a number of
retro fit energy conservation works packages across the Built
Environment delivering carbon, consumption and cost savings across
the estate portfolio, in support of Cardiff Council’s
‘One Planet’ carbon reduction strategy.
 
The Council’s original
Refit 4 contractor Cenergist commenced
work on the Ocean Way scheme prior to them entering administration
in July 2025.  This ODR seeks approval
to appoint Vital to pick up and deliver the same scheme using a
blend of grant funding and council capital funding.
