AGREED: that
 

1.   
Tenders be invited from Lot 8 of
the South East Wales Highways (SEWH)
Framework for Roath Park Cycle Route Phase 1 (Roath Recreation
Ground) works

2.   
evaluation criteria as set out in this report be
approved. 

3.   
The tender exercise be carried out subject to the
caveats set out in the legal advice contained within this
report
 

Reasons for the decision

1.   
To facilitate the implementation of a
strategic cycle route that places emphasis on providing Active
Travel measures and access to Sustainable Travel over car
use;

2.   
These measures form part of the
Council’s commitment and targets to achieve modal shift, as
outlined in the Council’s Transport White Paper and Local
Development Plan; and

3.   
The scheme facilitates active journeys to education,
employment sites and other destination; enabling modal shift
(walking and cycling) and aligns with key national/local
policies.

4.   
To enable the Council to go out to tender
for the above mentioned works however, should
the Council decide to proceed with the scheme following the
carrying out of the statutory process (which process involves the right to objection and
therefore may mean that the proposals may or may not proceed). The
tender exercise will be carried out subject to the caveats set out
in the legal advice set out in this report.
