With advice from statutory officers, the Chair of Scrutiny has agreed to disapply call-in due to urgency and the significant impact a call in would have on the governance arrangements of The Saints Federation and St Mellons Church in Wales Primary School. Delay in proceeding with the decision due to the call in process would be prejudicial to both the Council’s and the public interest

AGREED:  that the attached Instrument of Government is revised according to The Federation of Maintained Schools (Wales) Regulations 2014.

Reasons for the decision

Following the decision to proceed with the proposal to add St Mellons Church in Wales Primary School to The Saints Federation in accordance with Section 11 of the Education (Wales) Measure 2011 and the Federation of Maintained Schools (Wales) Regulations 2014, legislation requires that the Local Authority produces a revised Instrument of Government that includes the new governance arrangements.
