Authorities (Executive Arrangements) (Decisions, Documents and
Meetings) (Wales) Regulations 2001 which if disclosed would result
in a breach of confidence.
AGREED:
that a Pre-Contract Service Agreement (PCSA) be
entered into with Wates for Block A of Phase 1 of the Channel View
regeneration project, the value and cost breakdown of which is
shown in Confidential Appendix 1.
Reasons for the decision
The PCSA for Block A of phase 1
is required to allow Wates to progress with required design changes
before progressing to a JCT contract. The PCSA includes progressing
onto RIBA design stages 3 and 4 while we wait for the amended
Planning approval, this will help accelerate the overall programme
and give cost certainty for the JCT.
