Purpose

At the Cabinet
meeting 22 January 2025 Item 268/24 Cabinet (key decision reference
2524CAB), RESOLVED:
 
2.1 To agree to
enter into a partnering agreement with the NHS and the disposal of
Coulsdon Centre car park site to the NHS, including lease
arrangements with GPs, for the purpose of the provision of the GP
Health Centre in Coulsdon.
 
2.2 To delegate
authority to the Corporate Director of Resources and s151 Officer
to agree the terms of the agreements with the NHS and any other
nominated parties including signing the MOU, HOT, development
agreement and lease, subject to legal due diligence and
finalisation of agreements
 
The Cabinet
report details the proposed development of a new primary health
centre in Coulsdon.
 
In order to
implement the Cabinet decision, discussions have been ongoing with
the NHS bodies to agree the terms of the various agreements.
 
The Section 2
Agreement, which primarily covers the funding arrangements is now
agreed, following negotiation with legal advisors. The draft
agreement is attached at confidential Part B Appendix 1. It is
recommended that the Council enter into this agreement. 
 
As an option do
not enter into the Section 2 Agreement was considered. This is
rejected as the Cabinet decision would not be implemented and the
proposed medical centre would not be developed.
