The Executive Mayor and Cabinet
RESOLVED to;
 
2.1 To approve the revised
Social Value Policy attached as Appendix A and which will replace
the existing policy with immediate effect.
 
2.2 To approve the Community
Based Benefits Assessment (CBA) Framework attached as Appendix
B.
 
2.3 To delegate authority to
the Corporate Director of Resources (Section 151), in consultation
with the Lead Cabinet Member for Finance, to approve minor changes
to the Social Value Policy and CBA Framework, including increasing
the minimum weighting for social value above 10% of the overall
tender evaluation score.
 
2.4 To endorse the
Council’s ambition to improve the Council’s performance
against the Local Government Association National Procurement
Strategy Social Value Maturity Performance Assessment Framework
from ‘Developing’ to ‘Leader’ by April 2026
as set out in Appendix C to this Cabinet Report.
