Purpose

This report seeks approval of
the Director of Planning and Sustainable Regeneration to commission
Pinsent Mason LLP for a two year period to provide legal
professional advice with regard to Whitgift Centre Compulsory
Purchase Order and indemnity and land transfer agreement (ILTA)
dated 15 April 2014 relating to, inter alia, a compulsory purchase
order in respect of the Whitgift Centre, Croydon (and inclusive of
the four supplementary agreements (most recently 24 December
2024)).
 
The Council continuing to meet
its requirements under the ILTA, including overseeing the delivery
of ILTA Remedies to support town centre regeneration as reported to
Cabinet in September 2024, directly contributes to the
Mayor’s Business Plan 2022-26 in terms of delivering the
regeneration of the Croydon Town Centre.

to agree the appointment of Pinsent Masons LLP from
that date of approval of this report for a period of two years
under the Crown Commercial Service – RM6240 Public Sector
Legal Services Framework to provide legal professional advice in
relation to the land transfer
agreement (ILTA) dated 15 April 2014 relating to, inter alia, a
compulsory purchase order in respect of the Whitgift Centre,
Croydon (and inclusive of the four supplementary agreements (most
recently 24 December 2024)); and,

To agree the Pinsent Masons LLP’s cost
estimate for the contract of £350,000 in year one and
£345,000 in year two and 10% contingency.
