Purpose

The Council has approved an
investment programme to deliver the new Target Operating
Model.  A Transformation Management Office partner is required
to deliver the investment programme and drive out the portfolio of
benefits.  Due to the exceptional nature of the
Council’s financial position and the need to demonstrate to
the Government that the Council has a credible Stabilisation Plan
this strategy and subsequent procurement needs to proceed at
pace.

To
agree the strategy for the procurement of a Transformation
Management Office support partner, via a call off from the MCF3
Framework, for a period of up to two years (1 +1) and a maximum
value of £2.7million as detailed in this report.
