Purpose

This report relates to an
“Options Appraisal” and “Procurement
Strategy” on behalf of London Borough of Croydon (LBC)
(hereinafter, “the Client”) for the delivery of
“Regina Road Regeneration” (hereinafter, “the
Project”) and the development of a proposed
“Procurement Strategy” to deliver the
Project.
 
Pellings  was appointed by the LBC in the role of Project
Manager for the Project and part of the role is to provide
strategic procurement advice in connection with the
Project.
 
The Project is required to
start on site by 31st March 2026, which is a condition precedent
for funding from the GLA to support the Project.
 
This report will consider the
various options available to the Client in the delivery of the
Project, and assess each option using a Weighted Decision Matrix
(WDM) to inform the best delivery model, taking into account a
range of factors, including:-
 
Commercial
 
Operational
 
Procurement Delivery
 
Contractual
 
Following the Tendering
process, LBC will be taking a Contract Award decision which will be
subject to a future Key Decision Notice.

Content

The Cabinet Member for Homes is
recommended by the Chair of Contracts and Commissioning Board to
approve the procurement strategy for the Demolition of existing
Stock in Phase 1 and the Main Contractor to build 225 new homes at
Regina Road under a two-stage approach using a Pre-Construction
Service Agreement (PCSA) and JCT Design and Build
contract.
