Seeking approval to commence
the statutory consultation process to implement the
proposed toucan crossing on
Wellesley Road, part of the Croydon Town Centre

programme.
Content
For the reasons set out in the
report, the Executive Mayor AGREED:
2.1 The implementation of the
Wellesley Road Surface Crossing scheme, which includes:
• a new 8m wide, 'staggered', controlled, signalised toucan
crossing on Wellesley Road, adjacent to Lansdowne Road;
• the removal of the existing Wellesley Road subway, ramp
and stairs;
• improvements to the Wellesley Road southbound cycle lane
alignment and segregation;
• relocation of existing Wellesley Road northbound bus
stops and infrastructure to accommodate the new signalised
crossing;
• reduction of the Wellesley Road underpass to a single
lane in the northbound direction and an extension of the existing
green median in advance of the new signalised crossing;
• conversion of Lansdowne Road to one-way eastbound between
Wellesley Road and Walpole Road; • extension of the contraflow
westbound cycle lane on Lansdowne Road to meet the proposed shared
use footway;
• footway widening works at the Wellesley Road / Lansdowne
Road junction; and
• planting of new vegetation.
2.2 To authorise officers to
commence the statutory consultation, including giving public
notice, to amend the existing Traffic Management Order to make
Lansdowne Road one-way eastbound between Wellesley Road and Walpole
Road.
2.3 To authorise the Head of
Highways & Traffic subject to considering objections in
response to the statutory consultation in paragraph 2.2, to amend
the Traffic Management Order (TMO) as necessary in accordance with
the Road Traffic Regulation Act 1984 (RTRA) (as amended) and
associated Local Authorities Traffic Orders (Procedure) (England
and Wales) Regulations 1996 (the 1996 Regulations) and comply with
all other publication, procedural and substantive requirements to
give effect to the proposals.
2.4 To authorise the Head of
Highways & Traffic to commence the statutory consultation
process and to give public notice pursuant to Section 23 of the
Road Traffic Regulation Act 1984 to introduce a signalled
controlled crossing facility in the form of a Toucan crossing on
Wellesley Road, between Whitgift Centre and Lansdowne
Road.
2.5 Note that any objections
received to the proposals in paragraphs 2.2 or 2.4 in this report,
will be reported to the Executive Mayor for consideration in
accordance with the Executive Mayor’s Scheme of
delegation.
