Do Nothing.  Croydon is statutorily obliged to provide suitable
funeral arrangements for persons who have died within the Croydon
area where it appears that no arrangement have been or are being
made for the disposal of the body.  To
do nothing is not an option as the council would be failing in its
duties to provide this essential service. 
 
Use existing
frameworks.  There are no frameworks
available, and this is because the services are provided by
suppliers who are locally based.
