Purpose

The Future Croydon – Town
Centre Vision and Target Operating Model report to Cabinet on 12
February 2025 set out a new vision for Croydon Town Centre and a
new Target Operating Model for the Council.  The
investment plan to drive delivery of the Target Operating Model
included provision for the procurement of a support partner for the
Transformation Management Office. The report seeks approval to
award a contract to a suitable support partner.

For the reasons set out in the
Part A Report and Part B Report , the Assistant Chief Executive
AGREED to:
 
 
Approve the award of a contract
for a Transformation Management Office support partner, for a
period of 12 months with an optional 12-month extension to the
contractor and for a maximum contract value set out in Part B of
this report.
 
Note the name of the contractor
and value of the contract will be released following the award
decision.
 

Reasons for the decision

This award is a critical
component of the Transformation Plan and is key to enabling the
delivery of the Target Operating Model projects and overseeing the
other transformation programmes.  This
award is for a partner to support the Transformation Management
Office oversee the delivery of the numerous projects in the
transformation plan at pace and to ensure effective governance and
benefits realisation.
 
The preferred bidder best met
the council’s requirements being the highest scoring quality
bid by a large margin.  Quality
represented 50% of the evaluation criteria.
 

Alternative options considered

Alternative options were set
out in the approved strategy report. The main alternative option is
at this stage to appoint or not.  This
award of work is critical to ensuring delivery of the
Council’s transformation plan and therefore should
proceed.
